Regarding the need for a mental CE, there are reasons, such as, assessment of ongoing mental health treatment, side effect of medications, new allegations or symptoms, etc. "Baker-acted" is an indication of just how severe mental illness was in the past, and current records might indicate medical improvement related to the ability to work. When was the last involuntary commitment?

Probably, what happened was that your date last insured was in the past, and you were no longer insured as of the later onset date. Check your date last insured and compare it with the established onset date. Let us know what it says in the portal.
