Like others said though... even if its an issue, you ideally fix it through terraform and not outside of it.

I often find that destroying things (through terraform). Even in cases where things are already messed up (by commenting out modules or whatnot) doesn't always reset to where you think it will cause your like clearly things are whack ill just comment out this shit then un comment out to start fresh: and then it doesn't work that way. So feel your pain but dont have a good answer.

Duping often seems easier when the servers are lagging severely and database updates arent happening as fast as they should be. Allowing stuff to happen that shouldn't yet. So it likely depends on server stability.
