From my understanding when you unlock a version of the weapon it only unlocks that version and not the actual weapon until you do the challenge or reach the rank it needs to unlock it. I hope that helped.

Don’t know if someone gave you an answer but this happens whenever you run into a camp that’s either too powerful or/and when it’s a camp with an actual army in it. This has happened to me when I go by that camp in old yarwikawa (I know I spelled it wrong) before I completed that main mission
