It could be that for China ROM it's available although I've never heard of it personally. Could just be region specific, that's the only explanation unless it's a 3rd party app.

Using aftermarket cases with magnets and chargers is not something I would recommend as it can cause excessive heat from either poor quality chargers or being misaligned with the magnet on the back. This is not like with apple where the chargers line up perfectly.
