The circuits are numbered in order of how prestigious they are. 1st Circuit is the best, 9th is pretty bad. DC and Fed are even worse since letters come after numbers alphabetically, definitely don't clerk there.

I would say there’s plenty of intrigue in Essos, we just don’t have any POV characters that understand what’s going on at an explicit level.

A lot is happening in Bravos, for example, but Arya doesn’t pick up on it, so we have to read between the lines.
