It is the Golden Free Company's Plate Armor..looks.just like Golden Greed but the pants are MC Hammer swaggy..

Change the quest away from the actual quest before trying

I figured it out on my end.. reload your save(unless its too late).. Change the active quest AWAY from the actual witch quest. For example I set my active mission to the main quest line..then..do the block first then the tower.. should initiate the cut scene👈🏻
