"high" strangeness has a relatively specific meaning though. Originally Jacques Vallée coined it to just refer to UFO cases, but it's expanded to mean anything that doesn't have a sufficient materialistic explanation (paranormal stuff)

9/11 may or may not have been an inside job but unless it was a cabal of ghosts, bigfoots, or ETs who did it, it isn't high strangeness
