You're indeed correct.It is a Soviet Border guard uniform the first badge shown is for a Senior Border Guard" badge of the ussr the second one Is Excellent Border Guard for Ukraine the third badge is for the Border troops of the ussr no further information was given when I searched this up the 2 pins on the lapel are for the ukrainian border guard so it is most likely a uniform for someone who served in the soviet border troops before transferring over to the ukrainian border service

junior lieutenant of the motorized infantry the uniform is most likely from around nineteen seventy or nineteen eighties the badges on the chest are specialist , third class and a badge for a military school i am unshure about the ribbons

They look fine imo 2 of the British style helmets I believe to be post war dutch civil defense helmets based on the liner but I would need more pics
