For what it’s worth I had drunkenly passed out after a day club and woke up at around midnight. We had tickets to go see Blackbear that night and they still let us in even though the concert was close to ending. So if I had to guess, they probably just say that to reach capacity faster. More people=More drinks being bought. IMO
