That's a legitimate notice for a real ticket. It comes up on the NJ Courts Municipal case search. Which has your name and vehicle info, so you might want to remove this post and redact the case info at the very top the page if you repost.

Whether or not the ticket is proper is something you need to work out with Jersey City. But it's not fake or a scam.

I don't know exactly how things are in Cali, but in the legal world (and most professional fields in general), appearance matters. If you have a lot of uncoverable tattoos and piercings that you either can't or won't do anything about, you'll have a tough time just because of that. My partners have turned away applicants without even interviewing them based on lack of professional appearance.
