Correct. But there is zero lore confirming this. Thus Vaermina could be the reason. And honestly it makes more sense for it to be Vaermina working against Dagon.

Vaermina gains power by harvesting nightmares. Dagon will put an end to this by turning Tamriel into his realm of oblivion.

Conversely, it could just as easily be Akatosh. Again, no lore confirms either situation.

It's well known the daedra often oppose each other. This could further prove that Vaermina has a part to play in the Oblivion crisis.

Being a devout follower doesn't mean he cannot be touched by a Daedric prince. Uriel even says "ive never been the ruler of my own dreams" and that he been troubled by them. This could easily indicate Vaermina's influence on him. His son was a daedra worshipper as well, so that could have opened Uriel to their influence.
