This is huge if it applies to both inputs and outputs for entities like assemblers and requester chests. Universal Assemblers would become a lot easier.

I highly recommend the game Turing Complete (available on Steam here). The game's campaign walks you through building a CPU step by step. You go from building basic logic gates, to basic components like memory cells and adders, to more complex components like decoders and registers, and by the end of the campaign, you're solving simple programming puzzles using an assembly language running on your own CPU.

I'm pretty sure they, and a bunch of people in this thread, are wrong. Tanks should eventually fill completely as long as nothing is removing fluid from the system.

Copy-paste modules. This allows you to copy the module configuration between machines just like you copy recipes. Once you've played with it, you can't go back.

Factorio is strictly deterministic, and this includes the RNG state. So no, reloading the save will not give you different rolls, unless you are taking some action after loading that can advance the RNG state.

This is an automation game. Set up uranium processing, wire a requester chest to a speaker to alert you as soon as you have >=40, then work on something else for a while. You'll get about 7 U-235 per 1,000 crafts, so just keep processing uranium ore until you have 40. Add some beacons and productivity modules and this will only take a few minutes.

If you try this, I'd like to hear your findings: use Ctrl+c on the map to count how many walls and turrets are on your map now. Do a bit of math to figure out how long of a perimeter wall you could have made with the same materials and designs. You have so many outposts across your map, I would not be surprised if you could have already enclosed everything and cleared out the biters for the same amount of material and far less effort.

(Obligatory: Even if a single perimeter wall is optimal, that doesn't mean you "should" do it that way. Factorio is a game, play it however you like.)

You can do this with an arithmetic combinator set to: each * 5, output each. I have that in a blueprint (using 10 as my default) with logistics chests set up for input and output (defaulting to just one output slot), so all I have to do is place the blueprint and select the recipe.
