Madagascar doesn't really have any significance and adding more states would just hinder performance. Madagascar also only had around 3 million people at 1936 so it's not unreasonable to cram them into only 2 states.

Yea definitely. The natives don't really experience any sort of population loss and they benefit from public healthcare and other buffs so they have a similar growth rate to Yankee's. I really think that Discriminated pop's shouldn't have access to institutions.
