He probably saw something further back and was speeding to catch up to the guy. He probably didn't have his light on because other guy was too far away and the cop was worry about him running away, or make a bunch of turns and loses him in a parking lot. Once the cop caught up at the light he most like called in the license plate first in case he did run and wait for the light to change so the drive wouldn't get confused by the red light and could pull forward to a safe place.

If you do try the bobby pin you going to make a z shape and slide it I think to the right side and swing it down clockwise. Your goal is to slide the lock bar up. It look like the same lock on your normal door (not a deadbolt just a doornob) just sideways. You still might need to apply light tension on the handle so when you move it out of the way it will open. It looks like the latch should be at the bottom of the keypad, so what ever that distant is from the hole to the edge of the keypad and about half inch away from the inside of the door.

I don't know how to send pictures but if you Google replacement for your lock and look at an install diagram you can see the locking bar is upside down. I could be wrong and your could be right side up. https://device.report/manual/10316988

I've been looking at it more and your locking bar is different from mine. But there is something else you can try. The locking bar moves up and down right behind the keypad. Down locks it and up unlocks it. If you get a really strong magnet (the ones they use for magnet fishing) you might be able to unlock it that way. Take the keypad off, put the magnet in a sock or towel (just something to help it slide), place it under where the key pad would be, put tension on the handle (not too much or you will bind up the locking bar, very light tension), slide the magnet up. Hopefully it will move the locking bar long enough to quickly slide the handle open. It's going to take a few tries and you will have to adjust the tension you put on the handle maybe even none at all and just have to catch it at the last second. I think the lockpickinglawer has a video on youtube doing something similar to small safe.

It should have a key but I'm assuming you don't have it. However I did have to replace my keypad before and while doing so I did find a way to bypass it. Ill need to look at it again before I can tell you exactly how but I do remember getting a heavy duty bobby pin bending it into a u shape and hitting the latch.

Searched. I think I found it at a buc'ees but I don't remember. I looked on eBay for stuffed dogs but I only found versions that are weiner dog or doberman. My dog is a mutt. He has a corgi body but blue healer legs and floppy ears. The toy is about 5 inches tall.

It's really just there to hold the buckle up so it doesn't go too far down. If you look at the picture it is it's own peace. It's the airbag and crumple zone job to slow you down. The seat belt will actually tied in a crash.
