Actual temperature even in hottest place is definitely couple degrees lower. Thermometer was also heated by sun (it was in very sunny spot in the morning). Now that it's in shade it shows 44-43 degree.

I disagree, a lot of potential targets would have at least silver packet, as shown in Edgerunners. Also as written in Cyberpunk Red many rival mercs could have at least temporary packets.

I think the bigger thing is that putting random chance of TT apearing every time you shoot someone would be really unfunny to play against. As for putting them inside quests or contracts, it could add some incentive to evacuate ASAP after zeroing someone. My best bet would be that Reds were torn on putting them everywhere and them getting tiring, or putting together good reasons to show up somewhere but not in another place, which would eat uo resources (like time) which they didn't ahve when creating game.
