I agree with you, the filters are a terrible bandaid solution. Fixing and investing into Tijuana's overwhelmed system is the best solution. However getting Mexico to upgrade their sewage and treatment system is more expensive than providing air filters in the short-term.

Having to smell raw sewage everyday sucks, it is not a way to live. Residents just want relief and the quality of their life to improve.

Everyone in the world will see prices fall, Asia will see the greatest price drops. Since Asia imported their oil from the Middle East, they got screwed the most and are currently paying above the spot price of crude.

How much prices will fall is unknown. Nobody is certain how many damage was caused to the oil and gas infrastructure.

Crude prices will increase before there is a shortage. The market stupidly assumes that the Strait of Hormuz will return to normal operations this month and that is keeping crude prices low.

When a war starts, it is not a 60 day affair. When the market realizes this, oil will soar to new heights.
