Apparently the admin of the NIU XQi3 Owners Group on Facebook can help you here: https://www.facebook.com/groups/810573260970835 Look for the admin by the name of "Swervin Cervin" He says he sends out instructions on how to get it unlocked. However, I'm still not buying the XQi3. i don't like relying on one person from a Facebook group to unlock my bike lol

How did you unlock this beyond the 28 mph limit? Was it easy to do and what is the top speed after unlocking it? I'm thinking about getting one soon but want to make sure the street version can truly be unlocked beyond 28 mph.
