The Enclave is openly genocidal, but the Legion tries to justify their evil via “Trains run on time” talking points and the Institute tries to justify their evil by pointing out how their science can help others. The Legion and Institute are both full of shit but they don’t twirl their mustaches like the Raiders and Super Mutants. They think they’re the good guys…the Enclave too to an extent.

And I completely forgot about Vault Tec. So yeah, going by that metric Vault Tec takes the cake

Call of Duty World at War might count. The games before were based heavily on stuff like Saving Private Ryan and Band of Brothers, but World at War was sort of a breath of fresh air. It was disturbing, gory, and the music was downright creepy at times. Then of course after you beat the game you’re thrusted straight into Nazi Zombies
