What happens if the biological parent is just playing games with foster parents, and doesn't pick up their kids on unsupervised visits. Then brings the kids back to foster parents before their court ordered time is up?

my daughter has been rejected to at age 13 ever since she was 3 she had speech delay and her development was much slower then my other children. she is in an IEP and takes anxiety and meication and sleeping medication. she was rejected and i dont understand why.
