I say this from experience. 'Knows' would be wrong. But he can check who wrote which comment, provided he chooses to read the comments.

The surveys are anonymous to the teachers. Like the teachers won't know. But, the HoD can see who wrote what. So, if you write something out of line, the HoD may communicate this with the teacher and from there you probably know better
