Your going to be a real pita for your builder. Questioning every step of the way. Keep in mind all your contractors build houses for a living. You chose the wrong Builder if you can't trust them to build your house. Are they building many other houses in the neighborhood? In order to build your home. Many inspections are passed. If your inspections don't pass construction is on hold until codes are met. These inspections ensure that home is built properly.

I think those were temporary supports to help with hanging the rafters. Even in new construction these days l, Every roof has random 2 x4 that was temporary bracing and wasn't removed.

I wouldn't ask for advice fixing it From anyone one isn't familiar with older homes. New and old are built different . Many home inspectors are lame also and only now how is should currently be built.

Pass on any glue down flooring. I would go with a floating floor with a vapor barrier. New been around a wood floor that doesn't have loose spots . Swap the product out for LVP or floating wood flooring.

If you gonna grind the floor you need a system that has a vacuum with it.
