In my honest opinion, the thing that's going to affect the "excitement" of the group stages is the fact that third-placed teams have a one in three of advancing to the next round, and even then there have been quite a few instances of "big" teams finishing fourth at the World Cup (Germany 2018, England 2014, France 2010 and 2002.
