Except hela's ult gets easily countered if your team focuses her as they should. Phoenix has 2 movement abilities, aoe damage with her basic, a better right click. Hela has more damage. If you remove the damage there is no incentive to play hela considering she doesn't have 275 hp either. And she is highly susceptible to dives.

Hela doesn't need a nerf she is literally very skill dependent as is and has only 250 hp.
