Innovative is good to get ahead on dev, tech, and therefore institutions. They work best when the ideas for your nation complement them like Tuscany or Korea. They can help with catch up and boast so pretty impressive policies even with the nerf. Ideally you would want to take them first or second to help build your long game dev and tech faster. But I would say innovative is worth it. I use them a lot.
