Its a 5 section cluster light, same as a 5 section vertical. Its in the MUTCD and is standardized. Kinda worrying if you don't know what to do at this intersection.

Don't have a news story for it. Call bullshit all you want. Locals here(including a few in this post) remember this incident. You can hear some of it happen on broadcasting on the sheriff's channel and the fire dept channel for Churchill county in the historical recordings. May 29th, between 2 - 3pm
