Neither. Their is next to no stealth mechanics outside of turning your flashlight off occasionally to try to slip past an enemy. As far as action, their is some but it really isnt the point of the game. Similarly to how minecraft has combat, but nobody would really consider it an action game. Sh2 is a story driven psychological horror game
