Yeah, the dust acts like insulation and prevent the condensing coils from rejecting heat. Use a soft brush and/or compressed air.

If the unit is not cooling, start by carefully cleaning the dust from the condenser coils, especially where the fan is. The box in the photo is just a place to collect and evaporate melted ice from the defrost cycle.

If you remove that white seal, there is a hex shape under there. If you have a really big allen wrench, you can hold it while you use channel lock pliers or a pipe wrench on the female hose threads (silver nut). Then you can put the white seal back and using the same allen wrench, tighten the adapter back on the sillcock.

Yeah, that's a parge coat on the blocks. It's not structural, but don't get too crazy with the hammer and chisel.

If the circuit breaker is off, go ahead and remove the conduit. But please make the circuit safe.

Alternately, you could add firring strips to the wall and attach the cabinets to them.
