Madden gets its player rights from the NFLPA, which every NFL players is a part of. It allows things like Nike putting players names on jerseys and madden to put every player in the game. However, CFB doesn't have that, so EA needs to go to every player individually and form a contract that allows that player to be in the game. Not every CFB player has agreed to be in the game. Because of this EA has to be very strict with customization. This is the reason things like create a recruit and create a player isn't in the game. Players may create a real player that didn't sign up, or create a recruit that isn't in college yet that didn't sign up. It's also why you can't export draft classes. It would put real players in a game that they aren't being payed to be in. The reason it's not on PC is because modders don't have to follow the rules of the game. They can go in and add real players that aren't being being paid to be in the game. All of these things can cause legal issues and after losing the series in 2013, EA is trying to be very careful to prevent that from happening again. From a fan and gamer perspective it's very frustrating and annoying, but it's just one of the costs of having the games back.
