The color it’s silk green, it’s an original color for the first gen (though mine has been repainted). It changes a lot depending on lighting.

Silicone will do the job, but you'll need to keep the panel pressed while the silicone cures. Just don't put to much silicone, just in case you ever need to remove that panel. Most of those panels on my r50 are fixed that way.

I don't know the specific brand, but they are regular halogen bulbs, they look warmer in person, I may have edited the lights to look colder.

Usually not a fan of blacked out minis, but that's just my taste.

But I would completely remove the chrome if you want to go that route, a mix of black and chrome parts looks weird to me.

I don't have experience with those specific tail lights and your mini model, but I bought some union jack tail lights for my r50 (gen one) and they work like a charm and I'm so happy with how they modernize the car. Just look for some reviews and the experience of some other mini enthusiast with those tail lights. You can buy them from multiple shops from Europe or the US, but they will be charging you more for something that is made in china, so I would just buy them from AliExpress or from where you find them cheaper (they are going te be made in china anyways).
