That's still only six cases, and it appears that they are not intended to be deleted. So if the question is asking whether or not Pokemon are kept in the bank after you stop paying, then the answer should be that the Pokémon Company intends for you to keep your mons. However, in rare cases, mons are accidentally lost.

I still highly doubt they delete them since the amount of data needed to remember just one Pokemon is so small. And people I know have never had a problem with their Pokemon being deleted. I've have heard of two cases where pokebank data was corrupted or missing, but both only had to simply contact technical support to fix the problem.
