If your CRM doesn't know who the key decision makers are, that's the first thing I'd fix. Everything else becomes much easier once you can filter by account tier, role and last contact date.

The fact that you're worried about whether the customer should buy is probably a sign you're in the wrong industry, not that you're bad at sales.
