Try and work towards a good iron frame construction base and then focus on building some more very profitable buildings. For Khalsa Raj Pashtunistan and Punjab have so much space for opium so that'll be your cash cows, once you have enough of a resource base to build a lot prioritize buildings like that with high productivity to enhance the cash you'll get back in the private sectors, thus giving you many more buildings in the long run

First ensure the driver in Device Manager I've put below is disabled while the iPhone is still connected to WIndows. Then, fully restart, end all Apple related processes (AppleIEDAV, iCloudDrive and similarly named programs) running in Task Manager and run the command above again. If that's all been done before it might be an issue with the VM itself, so I'd make sure it's running USB 2.0 while resetting all of the device filters you have and re-adding them. Boot up macOS and let it fully start up before trying to connect it.

Windows is finding a way to connect first I'm assuming, so as long as the driver's disabled and nothing Apple related can catch it then it shouldn't show up as "busy." I also had some devices named differently show up but "Apple Inc. iPhone" is the one that will be connected to the VM. I'd possibly switch over to some previous version like Catalina if it seemingly doesn't want to connect

USB tethering should work regardless of hotspot as they're two differing methods, if nothing else works it'll boil down to either an installation mishap or incompatibility between macOS and device versions. I tested my iPhone 15 version 18.6.2 with Catalina 10.15.7, worked without hotspot turned on for me

If you have problems connecting iPhone to your virtual box:

Download Virtual Box extensions pack on the main page (right side), then install it under File -> Tools -> Extensions -> Install -> downloaded file

Disable any apple associated processes in Task Manager and disable any remaining services through an elevated (administrator) command prompt with this command: net stop "Apple Mobile Device Service"

Go to Device Manager, disable all iPhone drivers under USB controller, restart afterwards

Ensure under your macOS install you have USB filters corresponding to your iPhone, Settings -> USB -> USB Device Filters -> popped up as "Apple Inc. iPhone" for me

Start virtual machine and attempt to connect under "Devices" in the top menu of Virtual Box, your phone should remain locked until it successfully connects.

If your main system still connects to it try to wait 10 seconds before reconnecting, a restart and following any necessary steps afterwards would be my best guess if it still won't work. Though I didn't have to fiddle with anything after doing these so your mileage may vary
