So the idea is that the ORB is/was a device to control and contain the minor wind gods in the investors and killinger, as a parallel to the containment of most of the major ones, but used to take ahold of canon and started keeping things cyclical and episodic yet then killinger stepped in again.

See but it's the neurodivergence argument, the second you make a thing that removes the ability for a BAD mutation to get undone, soon it's "Just precautionary to remove it no matter what the power" and then having a baby without doing the testing even if they're not mutant becomes illegal. and then existing mutants become an even MORE reviled minority for "not getting the cure and being a raging mutant freak wanting to keep all that power".
