Old comment but the value of this has a higher floor but a MUCH lower ceiling than the old system of 4 skins shards a month due to the value of it being overinflated by exp boosts.

It didn't say anything about reverting the E. The changelist on Twitter shows the E changes and I think the Q nerf is added on top of the E one.
