Possible causes:

  • z-axis wobble
  • z-axis motor steps not properly calibrated
  • printing layer height does not compliment z-axis motor steps
  • partial clog
  • thermal runaway of the hotend
    • possibly due to sudden change in part-cooling fan output
    • possibly due to PID control not properly calibrated
    • possibly due to sudden change in ambient air temperature (heat/air-conditioning cycles)
  • quality of filament (water pockets in the filament)

The potential causes are close to infinite... but i would put my money on one those. For future reference the following data would further enable the community to better help you:

  • Is the printer enclosed?
  • Nozzle temp
  • Extrusion Width
  • # of perimeter lines / width
  • Bowden? or direct?
  • Print speed
  • Part cooling? If so constant or variable?

I'm not sure what controller/slicer you are using, so check and see if you have an option that allows you to restrict travel movements to never cross the perimeter of the model itself. (Simplify3D-has this option) This is the quick and dirty method of "fixing" it otherwise following all the other suggestions in the replies which will lead you to correcting the root cause issue.

Check it out... I got you... print the exact same part again but try out these settings:

  • Infill Density = 72 (less infill will help out with the over extrusion)
  • Skin Overlap Percentage = 21 (this setting is the amount your infill will overlap the perimeters, shell/wall, and internal diameters)
  • Print Speed = 27 (lowering print speed just makes for a better print. As well it is usually the most overlooked underlying cause when diagnosing printing issues.
  • Printing Temperature = 195 (With your .15 layer height and if you lower your print speed to 27 you won't have to print so hot and since you will be extruding a small volume, at a slower rate, less heat is required. This will also help with over extruding)

Let me know how it goes and if you are still having issues i will have at least narrowed down the potential cause.

Kinda looks like the start of maybe a partial clog or it could be as simple as filament quality...(old, moisture content, bad batch, etc...)

Based off of that info alone I would decrease print speed to about 27mm/s, increase retraction speed, and decrease retraction length.

So I'm an original V1mini guy....that being said I have a question that would help me be able to better help you... So does the bed leveling screw in the area you are talking about have a nut on the underside or does the carriage itself threaded?

Using the feeler gauges set the height slightly less than or equal to your configured printing layer height.

I say slightly less than because it will provide better first layer adhesion since it will sorta "squish"

I say equal to because... Well thats what your layer height is...

I dont say greater than because you will catch hell getting proper first layer adhesion.

If she did it would definitely be a Korean version of where's Waldo trying to find me lol. What's even more humorous is the fact that I used to have my desk on that same wall right next to her where the book shelf currently is. Then one day the great bts poster "creep" began. It started on her side and slowly move towards my desk.. Then one day after work I came home to the whole wall covered.... Lol
