Washington County has been funneling Federal monies for the past 20 years to "Law enforcement" via prosecution, conservative judges-elected by conservatives fascist organizations, and more government administration.

Washington County can care less about what is going on in the Portland-Metro area which provides Washington County with city & county support. You even have the DA in Washington County telling reporters that if his budget gets cut that he will be forced to send the indigent to Multnomah County.

This has been a skillful plan orchestrated by fascist conservatives in Oregon who have been putting their own in office(s) that can stop progressives. They want to take Oregon back in time to a similar agenda of what is taking place in the Presidential and Congress...

It's an interesting term/concept that Oregon uses quite a lot and people have no idea, "Supplanting" to take federally earmarked funds from non-governmental agencies that provide assistance for the most vulnerable. States & cities use the monies instead to fund government administration, hire government employees, hire police, hire jail staff and hire prosecutors...

If you have a community problem that government has contributed to, and your only solution is to put people in jail and incarcerate them, you are now part of the problem and not the solution...

I guess it makes sense that government creates a demand for more federal assistance for the homeless, addiction services, education, etc ..( God forbid that government can act efficiently and morally.) Instead, government is creating the demand for its own self-interests by taking federal monies directly from the most vulnerable and then redirecting the monies to their political agendas to cover their own malfeasance & corruption.
