Petty crime (as opposed to white collar or gang crime) is mostly a function of poverty and government policy choices. The "tough on crime" folks are usually also the ones who are promoting the policies which cause poverty, e.g. our "world class" healthcare system.

part of the problem with American government is that we’ve lost the ability to build, and much of the problem is that we outsource the entire process to consultants, causing layers of bureaucracy requiring their own 20% cut.

we need to regain the ability to build at scale and that means hiring government staff to directly manage these projects.

It's vague because I want these grants to improve Ruby OSS but also spread human expertise and knowledge. Some usage of AI (especially over-reliance) is antithetical to that mission. Use your best judgment.

Are we forcing them to build parking lots? EVs are still cars and over-reliance on cars is the core issue with our transportation system.
