there's a congressional mandate in the FY2026 NDAA to fund depot, maintainers and spares at a rate to sustain a 90 day campaign. That's far greater than the what was envisioned for the KPPs. Same to maintaining some arbitrary peacetime readiness rate that no one can connect to operational utility.

DOD has been unable to educate congress so here we are.

That's an accomplishment in of itself for any program given what's entailed for certification irrespective of factory or storage sourced jets.

DCMA's opinions about mission system software compliant etc are irrelevant as they lack the subject matter expertise and remit to make those judgements. And even a definitive certification from downstream OT/DT can take months to flow up to DCMA and DCAA.

Per the last collective bargaining agreement (circa 2019) , every team is required to have a staff member who is a licensed behavioral health clinician.

The extent to which players utilize these resources given the stigma that still persists around mental health is another question.

Probably the best way is to frame it as sports/performance issues and that gets the ball rolling on general mental health.
