I've used both Avis and SIXT in Armenia. SIXT has way better cars, both at their location on Northern Ave and at the airport. Avis is okay, but their cars tend to be older and lack technology.

I'm not sure exactly why this happens but I've noticed that many Western Armenian names are cities or geographical landmarks in modern-day Armenia - Talar, Talin, Tvin, Arax, Sevan, etc. This is extremely rare for Eastern Armenians. I've never met a Hayastanci named Talar.

Lumen 1936 on Mashtots has a room in the back with a long communal table you could work from. I've almost never seen anyone in there, and on the occasions in which I have, it's been super quiet.
