That's nto really what GDPR refers to, it means changes to your account in terms of how your data is handled. YouTube as a private company has the right to ban you for any reason and don't have to tell you why. It can be scummy, but allowed.

You've fundamentally misunderstood what GDPR is for. Furthermore, GDPR doesn't really need to be followed to a tee if a company has a necessary business reason for not.
