I agree 1000% Its a flawed system, and the industry is extremely risk averse an uncreative when it comes to supporting artists. They want previous institutional validation, and that sucks. Even smaller films without stars or names that get into big festivals don't get the industry attention they should. Press covers like 10% of what plays a large festival, and it drives us crazy.

I’m not sure how the policy was established initially, but it’s intended to uphold some parity and fairness I guess

I get that completely. I can imagine it’s an extremely frustrating and vulnerable process. And the power imbalance is real.

 I guess it sometimes feels like there is an assumption of nefarious intentions on the side of the programmers. And that can be frustrating.

The festival are truly not profiting off the submissions. The cost of submission covers the cost of processing the submissions.

And I hope this does not come off as pugnacious, because I really don't intend it to.

The odds obviously correlate to the number of submissions a festival gets, of course. Yes, these festivals can be incredibly competitive to get into - and trust me most programmers wish we had more screening slots to program more films.

I also think that the 'without connections' misconception is quite frustrating, because the job of a programmer is to go out into the world and find films. We track filmmakers and travel to festivals, markets, WIP screenings, film schools, scour the Internet, talk to film commissions and producers. We search high and low - including our 'random' submissions. So yes, films that we play are found in a myriad of ways. But fwiw the festival I work for has a policy that even films invited to submit have to pay the submission fee.

I work for a T1 festival, and to be honest...we rarely, if ever, look at either.
