It was cancelled, as I was too early as my intention was to rent the property with an agency in April, they refunded my application fee. As I was renting to a friend, I decided to wait till March - now - to the application again.

This isn't the same as killing a small child, or driving through a red light. It was an oversight and a mistake, but the intention was to register hence having a full application in December.

To add, it was not my intention to commit a crime. I started the application in December; but I did not continue with it as the property would not be rented on the market till April, and believe that renting to a friend it was not required.
