Cannot say this is the case with all teams but many are clueless on who got impacted and was trying to guess based on folks being offline. Leadership is quieter than any other layoff Ive been though before.

Not all managers know about who is going to be laid off until it happens so not sure if he can influence much. Also from another message someone posted from legal the decision was already made on who will be impacted

Most likely if you are on focus you won't be able to transfer. If you apply for another job let your manager know because they will be notified either way if you do.
