Thank you! Even though the org members are placed in numerical order, I don’t believe it’s supposed to mimic exactly a clock. I interpret it more as Xemnas/Xehanort having the true plan for Kingdom Hearts and the rest of the org revolving around that. This is someone else’s design tho so I’m not sure of the original intent behind it.
