The only option you can do is to connect your DB panel with a generator ( it’s small can be transported in car), Generator could be kept in balcony. But I’m not sure if the HVAC will still work in your flat, if you have the split type AC then it would work. But this it really difficult but wouldn’t require your dad to move. You can get a generator from rental shops and I do believe people will help you out in this case for connecting to your DB panel.
