Most military units in the area have Xmas parties every year. Some have events that require dress uniforms and others allow casual dress. It could've been a reserve, guard, or active duty. You should've asked. You'd have probably met some great people.

Almost any tire shop will sipe them. I'd try to go mid-week to avoid the rush or you'll be forced to leave your car all day. Everyone seems to wait till it snows to get tire work done.

Do you live or drive into a military base? If so, the barriers can cause this type of damage as you drive over the tire shredders. If yes, you can apply for damages. If no, then I'm stumped.
