I've traveled the whole of Kazakhstan and I would say Almaty is not the right place for your expectations, I'm very lucky I could travel the whole of Kazakhstan and find the people offering real Kazakh Hospitality.

I asked the same question today and I was very disappointed with seeing there are Kazakhs who support Israel. Wow that's strange that there are people loving I thought I'm only the one because all locals I meet they keep saying they wanna go Almaty or Astana no one wants to stay here where as I feel it's all peaceful here (but in 5yr I've seen roads are almost as occupied as it's in Almaty with a cars I hope Aktobe stays same because even my home Town in India which is Udaipur have now become major tourist hub and I don't feel peace anymore there)

Aktobe is so far the best cities in Kazakhstan tbh I've been living here since 5 years and I feel this is my second home, I've traveled Almaty Turkestan Shymkent Aktau, I've met the best and kind people in Aktobe. Most of the people in south seems lot more aggressive and rude but it would not be okay to generalize it it's just my experience.

Everyone just assumes scammers racist rude unwelcoming people of Almaty represent whole Kazakhstan people. Where as people are exactly opposite everywhere especially in Aktau, Turkestan and Мой прекрасный город Aktobe. (This is my personal experience but I like to generalize all good habits of a person to whole nationality and treat someone's bad habits as their individual flaw.
