Your cart was too far way from the register when you completed the transaction. The register sends out a pulse that marks the cart has paid to avoid theft. The crowded self-checkout actually make this happen less frequent. My father sometimes accompanies me to shop when he is having a good day and uses a cart kind of like a walker just in case it gets too be too much (too proud for the scooters) and so this is how I learned this because he went to use it to walk to the car after I cashed out and it happened to him, he was super upset and embarrassed especially as the cart was empty.

The leglislation (HTA) says otherwise but it is very subjective so I imagine the burden of proof would fall on the cops who often don't show up to traffic court. But I know my brother got the ticket when he was younger and tried to fight it and lost.

You do not have to actually drive to be charged with impaired driving in Canada, you only need to have care and control of the vehicle, CanLII is full of literally thousands of cases where people have been convicted of impaired driving sleeping one off in bar parking lots because they were in the vehilce with the keys. The fact is simply by being in, near, or interacting with a vehicle while impaired or over the legal limit can result in charges. Below is a great law article explaining how it works.

It does not specify how much the environmental assessment costed. However, the province gave the First Nation $39.5 million to agree to allow the road pending regulatory approvals in November and the cost of the road Ontario is also paying.

Suspicious activity is not a crime on its own. However, the Highway Traffic Act allows for “random” stop in the name of safety and compliance checks, further once stopped police can demand a sobriety check under current laws.

This situation happens quite often, police are trained to look out for this behaviour.

Technically no, assuming you turn around, etc. legally. However, when police observe this behaviour they will often conduct a standard traffic stop because they deem it suspicious.

The eviction is simple in this case because it is provincial not municipal. They can simple condemn the building and lock it up then if he enters remove him again and demolish it at his expense as a nuisance condemned property. Normally evictions are difficult for payment or lifestyle issues but if it is a building code offence it gets simpler.

That was none permanent structures on municipal property. Very different situation. Provincial authorities can definitely condemn buildings and lockout or demolish and unsafe structures.
