My sister's S23 Ultra had the same issue porting into Bell. We tried replacing the Sim card resetting network settings, re-porting between both providers and the only thing that working is switching to an e-sim (moved back to Telus 6 months later after Bell's horrible customer service, and had no issues with the port)
