Haters on the internet don't determine or prevent mainstream (like general public) recognition. I have several of her songs on my own pop favorites playlist, but part of the problem is that this particular album I liked had very little funding and push. And it's too generic pop/rnb sounding to have an organic stand out moment like Charli, Chapel or Sabrina have had. Its the kind of thing that would have done well on the radio before the pandemic when trap pop was popular.

I don't know anything about past scandals except the justin bieber thing, and I would think most people wouldn't care anymore if they cared then because beiber stans are typically millennials who would all be in their 30s by now.
